ANAHEIM : City Advised Against Raise for Officials

Because of the city’s shaky financial status, city administrators would not receive a raise for a second consecutive year under a measure to be considered by the City Council on Tuesday.

A 2.5% raise would cost the city $320,000, officials said.

In a report to the council, the city’s Human Resources Department said it is recommending no raise for two reasons:

* Sixteen of 18 California cities comparable in size to Anaheim will not give raises to their administrators this year.

* Two of the city’s four labor unions--the International Brotherhood of Electrical Workers and the Anaheim Firefighters Assn.--recently approved contracts that do not call for a raise.

Of the two other unions, the Anaheim Municipal Employees Assn.’s contract expires in October, while the city and the Anaheim Police Officers Assn. are negotiating to replace a contract that expired last July.

Three primary sources of city revenue--sales and hotel taxes and state aid--are expected to remain stagnant or decrease during the next fiscal year, which begins July 1, officials said.

In other items, the council will consider a policy limiting the issuance of free lifetime passes to the city’s two municipal golf courses.

The proposal comes after it was recently revealed that several former city officials, including former County Supervisor and Anaheim Mayor Don R. Roth, have received free passes.

Roth resigned last month from the Board of Supervisors and pleaded guilty to misdemeanor counts arising from his failure to report gifts that he received from various sources.

The policy says city administrators should consider the type and length of service given to the city and the benefits the city has received from the individual before issuing a pass.

The administrators should also consider whether it would be better to give the individual occasional one-day passes rather than a lifetime pass.

The meeting is scheduled to begin at 5 p.m. at City Hall, 200 S. Anaheim Blvd.
