SIMI VALLEY : Adult Business Curbs to Be Topic
The Simi Valley City Council tonight will consider extending a moratorium on new adult businesses in the city while city officials review an ordinance regulating the industry.
The draft ordinance, tentatively set for council review April 26, would limit where adult businesses can locate in the city in relation to schools, churches, teen-oriented enterprises and other adult entertainment businesses.
Under the most stringent option developed by city staff, about seven commercial and industrial properties would meet the guidelines, said Dulce Conde-Sierra, deputy director of housing and special projects.
“Constitutionally, we’re required to provide for certain sites,” Conde-Sierra said. “We cannot just block it out completely.”
The council Feb. 22 imposed a moratorium temporarily barring new adult businesses from opening. The move scuttled plans by Las Vegas entrepreneur Philip Young to open a topless club on Los Angeles Avenue.
Young recently announced that he would not pursue the idea further. He had applied for a permit before the moratorium was adopted.
If an ordinance is adopted before the proposed 10-month moratorium is over, it would be lifted as soon as the new regulations become effective, Conde-Sierra said.
