Wisconsin voters offered a major test of whether parents should get public money to help pay for private schools. They also were choosing nominees for Defense Secretary Les Aspin’s congressional seat. The state school superintendent race between Linda Cross, a teacher who advocates what has come to be known as “school choice,” and longtime administrator John Benson has attracted attention from prominent conservatives. In the 1st Congressional District race, a Clinton campaign boss, Jeffrey A. Neubauer, and a millionaire developer, Mark Neumann, were among those with an eye on Aspin’s old job.
