Decorated with balloons and glistening with polish, the World Trade Center observation deck reopened for tourists six weeks after a terrorist bombing in the building’s underground garage killed six people and injured more than 1,000. Stanley Brezenoff, executive director of the New York and New Jersey Port Authority, which owns the building, said security had been tightened and visitors are subject to a random bag check before they buy tickets for the observation deck on the 107th floor.
