VALLEY BRIEFING: The thin blue line is getting pretty skinny. The ratio of police officers to residents in the San Fernando Valley is about one officer for every 1,000 residents. Citywide, the ratio is 2.2 officers per 1,000 residents. . . . Even so, the rate of reported major crimes rose only slightly in 1992 and held steady in the first quarter of this year. (B2)
