Eavesdropping Scanners Banned: A new Federal Communications Commission rule outlaws radio scanners that can eavesdrop on cellular phone conversations. The rule, which takes effect next week, is the result of legislation that grew out of increasing complaints that ordinary scanners have been picking up private chats. The rules also prohibit converters that could change cellular frequencies into frequencies that could be picked up by a scanner.
