NO TAX HIKE: California has reached out and touched. . . . Phone customers pay the state for 911 through a surcharge, but the state gets more money than it needs to operate the system. . . . In the last two years, $29.8 million in extra 911 money has been transferred to the general fund. Another $15 million surplus is expected next year.
