Conditions of Peace

The peace plan proposed by U.N. mediator Cyrus R. Vance and Lord Owen of the European Community aims to end the war in Bosnia-Herzegovina by:

* Imposing an immediate cease-fire and ordering the withdrawal of all heavy weaponry currently deployed in the conflict zones.

* Dividing the republic territory into 10 autonomous provinces to be governed by the ethnic group that made up the regional majority according to the 1991 census.

* Limiting the authority of the Sarajevo government over the provinces while defining the republic as a sovereign state and prohibiting secession of any province seeking to join an adjacent state.

* Drafting a constitution that ensures free movement of people and goods among the provinces, as well as eventual restoration of economic and political ties.

* Deploying tens of thousands of U.N. peacekeeping forces to oversee the implementation of the cease-fire and return of civilian populations displaced by the war and “ethnic cleansing.”
