LIBRARY THRIVES: While other libraries in Ventura County have been reducing services, the Thousand Oaks system is holding its own. . . . Unlike some libraries that are closed more days than not, the Thousand Oaks Library is open six days a week. Since 1991, when Thousand Oaks decided to charge non-residents, 2,500 have paid the $55 annual fee. Deputy Director Steve Brogden said cutbacks elsewhere “have been a big factor” in attracting the out-of-town trade. . . . Another draw: the library’s 7,500 videotapes.
