STILL ON CAUTION: You want all green lights on your way to work? That may be more elusive than first thought. A new county transportation study shows that about 70% of the county’s 2,600 traffic signals are synchronized--but usually not across city or county boundaries. . . . Why? The traffic computers in one city don’t know yet how to talk to their counterparts in another. “Unfortunately,” a county transportation report says, “some signal vendors have been unwilling to develop a system of transfer.”
