OLD CHINA HAND: When a retired teacher from Tarzana joined other just plain folks meeting President Clinton on Thursday, she brought some expertise with her to the White House. . . . Eleanor Philips, who taught in China and leads private tours there, asked Clinton if he plans to revoke China’s “most favored nation” trade status (D1). The President’s reply: He worries about human rights abuses but is extending favorable standing for a year “to support modernization” there. . . . Philips’ reaction: “President Clinton was just wonderful. He was open and honest and witty.”
