Irish Lawyer Wins Top GATT Post: Irish lawyer and free-trade champion Peter Sutherland, a former European Community commissioner, was named director general of the General Agreement on Tariffs and Trade. His appointment was approved by diplomats from the organization’s 111 member states at a meeting of its ruling council after Latin American countries withdrew a rival candidate. The 47-year-old Sutherland pledged that his top priority will be achieving “a quick, comprehensive and far-reaching conclusion” to the long-running negotiations aimed at liberalizing world trade.
