Trash Agencies Back Single Authority

Ventura County’s two waste-management agencies on Thursday endorsed proposed state legislation that would allow the county to disband them and create a single trash authority.

The Solid Waste Management Department and the Ventura Regional Sanitation District voted Wednesday to support the legislation, which would give a new authority the power to make all trash-related decisions.

Sponsored by state Sen. Cathie Wright (R-Simi Valley), the legislation would give the proposed authority control over garbage rates, recycling policy and the location and use of landfills.

If the legislation is enacted, the county and seven of its 10 cities would have to agree by the end of 1994 to join the authority in order for it to be created.

The county Board of Supervisors and the Ventura and Fillmore city councils have endorsed the legislation. The Oxnard City Council opposes the plan because it says the city’s control over waste-management decisions would be diminished.
