Conn. Law Pushes Schools to Integrate Past City Lines

Gov. Lowell P. Weicker Jr. has signed a law that encourages--but does not require--public schools to desegregate across municipal boundaries. Although the state may withhold money from communities that refuse to take part in such planning, the law, signed Monday, includes no penalty for communities that fail to put changes into effect.
