* Concerning your July 2 article (“Stung by Defeats, Clinton to Take More Bipartisan Tack”), which reads as if it came out of the Republican National Headquarters, I’d like to comment that what President Clinton needs is not to forge an alliance with the Republicans in Congress, but rather to point out how deficient Congress is in representing the “will of the people,” and that what we sorely need is a Congress that does represent us.
