Glendale : Action on Signs Postponed
Saying proposed new rules still need refinement, the City Council postponed for two weeks acting on an ordinance affecting business signs.
City officials said they want a revised ordinance that would streamline the sign approval process and allow appeals of disagreements to be heard by the Board of Zoning Adjustments.
Rules recommended last month by the Planning Commission would have granted redevelopment officials authority over signs inside the city’s two redevelopment zones.
Planning officials would rule on signs in all other areas. Appeals could be made to the City Council, eliminating the zoning board.
Several council members said Tuesday that authority should rest with a single department--planning--and that the first line of appeal should be to the zoning board.
The proposed ordinance “needs a lot of tweaking,” said Councilman Rick Reyes. “Streamlining is important.”
The current ordinance, adopted 20 years ago, has what officials call rigid “black-and-white” rules that were adopted to eliminate a proliferation of ugly and deteriorating signs.
The ordinance was widely criticized by merchants who complained that their freedom of expression was unfairly restricted.
