White House May Name Daley as NAFTA Point Man: Getting ready for what is certain to be a difficult battle with Congress over the North American Free Trade Agreement, the White House is likely to name William Daley, a Chicago lawyer and brother of that city’s mayor, as its NAFTA point man, Administration sources said. Daley, who led President Clinton’s election campaign in Illinois but was passed over when it came to Cabinet posts, is seen as a potentially crucial figure in the fight because he has close ties to such House power brokers as Majority Leader Richard A. Gephardt (D-Mo.) and Dan Rostenkowski (D-Ill.), the chairman of the House Ways and Means Committee. The three-way pact, signed by the United States, Canada and Mexico, would remove trade barriers throughout North America over the next 15 years.
