Police Chief Joseph T. Molloy will be allowed to continue his controversial moonlighting arrangement as security consultant for the Los Angeles Rams, according to a memo from the city manager released Tuesday.

After a seven-month review of the chief’s employment with the Rams, City Manager James D. Ruth agreed to allow Molloy to work for the team provided that he accept no payment for his services, not stand on the sidelines during games, not travel to away games and work only on his own time.

Council members were briefed on Ruth’s decision late Tuesday night. Ruth said he will make an official announcement on his position today. Molloy declined to comment about his moonlighting position Tuesday.

Molloy’s employment with the Rams came under fire last football season when council members expressed concern that his employment by the Rams might create a conflict of interest with his city police duties.

Ruth reviewed the arrangement and determined then that Molloy breached no law and that the Rams job created no conflict. Ruth was concerned, however, that the situation might present a “public perception problem,” and launched the seven-month review.

Molloy reported last April that he made more than $10,000 in salary and other benefits from his security consulting position with the Rams. He said then that he took the position because of his interest in sports and not for the money.

Last season, he traveled to away games with the team and stood on the sidelines during the games. His duties included hotel security checks.
