La Habra Heights : Voters to Decide on Utility Tax, Powder Canyon Project
City voters will be asked in November to decide on a proposed 3% utilityuser tax and the fate of the controversial Powder Canyon development.
The City Council on Tuesday placed a measure on the Nov. 2 municipal ballot calling for the tax, which would raise about $115,000 a year to help counter state funding cuts. It would be the first utility user tax since the city incorporated in 1978.
Last week, the council placed a separate measure on the ballot asking the city’s 3,000 voters to decide on the Powder Canyon development, an exclusive country club project that would include 150 homes and an 18-hole golf course on 540 acres in the northeast part of the city.
The project has generated controversy, with opponents saying it will destroy open space that is home to fragile animal and plant life.
Proponents say the project will generate additional revenues for the city, whose $3-million budget relies almost exclusively on property taxes.
