Carol Browner, chief of the U.S. Environmental Protection Agency, stumped for passage of a new, stronger federal Clean Water Act Wednesday in Playa del Rey, during her first trip to California since taking the helm earlier this year.

Standing on Pacific Bridge spanning Ballona Creek, which empties trash, used oil, toxics and bacteria into the Santa Monica Bay, Browner stressed the need for federal regulations to prevent pollution, to manage ecosystems and to address the problems of urban runoff in the bay and in other U.S. waterways.

She also announced a $125,000 Green Cities grant for the city of Los Angeles to help create jobs and businesses in the environmental field.
