NATION IN BRIEF : NEW YORK : Right to Beg Upheld by Federal Court

Beggars have as much right as religious organizations to ask passers-by for money on sidewalks, a federal appeals court ruled. The U.S. 2nd Circuit Court of Appeals upheld a federal judge’s ruling that struck down a law banning all begging in public. The case arose from a class-action lawsuit filed on behalf of beggars. The 2nd Circuit found begging for oneself similar to begging on behalf of religious organizations. “Both solicit the charity of others,” the court said.
