Salinas Asks Mexico Congress to Convene
President Carlos Salinas de Gortari asked the Mexican Congress on Wednesday to meet in special session to consider political reforms, including a proposal to increase the number of opposition senators and boost confidence in the electoral process.
The session, likely to begin next week, would be devoted to debating proposals floated last month by Salinas’ ruling Institutional Revolutionary Party (PRI). The party has been in power since 1929.
The PRI is widely accused of using electoral fraud, plundering government funds and buying political coverage in the media to maintain its grip on power.
The proposed reforms, which have received a mixed response, would allow the biggest losing party in senatorial elections one seat in the Senate for every three seats won by the winning party.
