VENTURA : Missing Driver Sued in Fatal 1992 Crash

A man who was injured in a Ventura Freeway crash that claimed the life of his friend filed a lawsuit Friday against the alleged drunk driver who hit them and then fled from felony prosecution.

Scott Freeman of Woodland Hills suffered serious injuries when a car driven by Nasario Palacios flipped over the center divider and landed on top of a vehicle driven by Anthony Moya.

Moya, a 21-year-old Simi Valley man, was pronounced dead at St. John’s Regional Medical Center after the Aug. 22, 1992, collision.

Palacios, 32, of Oxnard was arrested on suspicion of driving under the influence of alcohol, and later was charged with gross vehicular manslaughter, according to court records.

But he made bail and failed to show up for a Municipal Court proceeding last September, the court records said. A $10,000 arrest warrant is outstanding.

Freeman, who is representing himself in the lawsuit, could not be reached for comment. The lawsuit seeks unspecified damages.
