SAN JUAN CAPISTRANO : School Property Policy Considered

Capistrano Unified School District trustees are considering a policy allowing the withholding of grades, diplomas and transcripts when students refuse to return school property or make restitution for damage or misconduct.

The policy also would hold parents or guardians liable for up to $10,000 if their children cause death or injury to any person on campus, or damage school property.

Officials say the proposed policy would help the district recoup losses when students lose or fail to return school property, such as textbooks or uniforms; damage or destroy school property through vandalism or other misconduct, or cause injury to others.

The policy would include a hearing and appeal process, and a work program for students or parents who cannot pay restitution or return school property.

A state education code allows school districts to withhold transcripts, grades and diplomas to help them collect restitution in cases of misconduct.

The proposed policy will come back to the board for further consideration in September.
