World IN BRIEF : CAMBODIA : Sihanouk’s Surgery Delays His Return
Prince Norodom Sihanouk put off his return from China to become Cambodia’s figurehead king so he can undergo surgery to remove a small tumor in his rectum. He said he hopes to return in October. Sihanouk had planned to be back Wednesday for the adoption of Cambodia’s new constitution and formation of the government elected in U.N.-organized balloting held in May. The constitution, which is to be debated Monday in the National Assembly, calls for the restoration of the monarchy, a position tailor-made for Sihanouk.
