Hurricane Damage Gives N.C. County Disaster Label

WASHINGTON — President Clinton has declared Dare County, N.C., a disaster area as a result of damage caused by Hurricane Emily.
The declaration, issued Friday, means that the Federal Emergency Management Agency will establish a field office in the county to assist hurricane victims.
Those affected by the storm can apply for a variety of federal aid, including small business loans and individual family grants and rental and mortgage assistance.
