* Preston W. Kelley has joined Sverdrup Civil Inc. as chief engineer in the Irvine transportation and public works group. He previously spent 35 years with the California Department of Transportation, most recently as district director for the San Francisco Bay area. In addition, Gary Castleton has been appointed chief bridge engineer. He has nearly 30 years’ experience, including nine years with Caltrans. Sverdrup is a developer of transportation infrastructure projects.
