TOO GOOD A DEAL: The city of Westminster’s anti-graffiti program is almost too successful. So many people are turning in graffiti vandals that several wind up claiming the reward--up to $1,000--for the same incident. Now the city has decided to cap the reward money at $1,000 per incident. That’s regardless of how many people get arrested from it. And if two people have a legitimate claim on one reward, they’ll have to split it.
