THOUSAND OAKS : Head Start Relocation to Complex Proposed

A Thousand Oaks preschool for children from low-income families may soon move to the Shadow Hills apartment complex, becoming the county’s first Head Start program to be located in a housing project.

The Head Start school, which helps 3- and 4-year-old children prepare for kindergarten, has operated for more than a dozen years out of the Church of the Oaks on Warwick Avenue. But with the church slated for demolition, the federally funded program has been looking for a new home.

And a manager of the Shadow Hills apartment complex on Wilbur Road said she would be thrilled to serve as host for the program.

“The need is here,” said Kathy Sube, executive director of Many Mansions, a private nonprofit group that took over management of Shadow Hills last year. “I want to focus on improving the quality of life here . . . which means dealing with social issues.”

The Thousand Oaks City Council tonight will consider lending Head Start $2,850 to cover the filing fee for its application to open up a day-care center in Shadow Hills.

The Planning Commission will hear the case within the next three to four months.
