SIMI, THOUSAND OAKS : Cities Join Forces on Landfill Issues

Two eastern Ventura County cities will vote this week on establishing a regional waste task force to discuss landfill, recycling and trash issues.

The Simi Valley City Council will take up the issue on Monday, and Thousand Oaks City Council will discuss it Tuesday. Moorpark has already voted to join the consortium.

“We still have the issue of locating another landfill site in the east county--that’s not on the front burner anymore, but it’s not dead,” Thousand Oaks Councilman Frank Schillo said. “We need to work with each other to get things done.”

Politicians from all three cities have met informally since 1988, and forming the task force would allow them to consolidate their efforts under a more powerful umbrella organization, Schillo said.

Among the task force’s concerns: how to meet a state law requiring that 25% of each city’s waste stream be diverted from landfills by 1995. The same mandate stipulates that the landfill-bound waste stream be cut in half by the year 2000.

If approved, the waste task force would also consider issues such as tipping fees at the Simi Valley Landfill, barring or restricting the use of that landfill by agencies and private firms outside the region, and the formation of a Ventura County Waste Authority.

In addition to the three cities, Ventura County would send a representative to the waste task force.
