PerfectData Corp., a Simi Valley computer products company, said that acting Chairman Joseph Mazin has been appointed president and chief executive officer.

Mazin is also chairman and chief executive of Flamemaster Corp., a Sun Valley maker of sealants and coatings. He took the helm at PerfectData earlier this month after Lee R. Mannheimer stepped down as chairman and chief executive pending a police investigation into his possible role in an alleged murder-for-hire plot against his estranged wife.

* ITT Gilfillan, a Van Nuys maker of radar systems and decoys, said it named John Milan a division vice president. Milan, who has received five radar-related patents, joined ITT Gilfillan, a unit of Arlington, Va.-based ITT Defense & Electronics, in 1968.

* Harvey L. Hall was named chief executive officer and general manager of Wilson Ambulance Service, which is based in Palmdale and provides service to the Antelope and Santa Clarita valleys. For the last 22 years, Hall has been president of Hall Ambulance Inc. in Bakersfield.

* Mitchell Thomas was named vice president and chief financial officer for Encino-Tarzana Regional Medical Center and the Medical Center of North Hollywood, both of which are owned by American Medical International of Dallas. Thomas has been with AMI for five years.

* 20th Centuries Industries in Woodland Hills announced four executive promotions. William L. Mellick was named executive vice president and chief operating officer of the company. Previously he was group vice president in charge of operations.

Terri Colpo, Ric Hill and Dean Stark were named vice presidents. Colpo, who joined 20th Century in 1984, was formerly assistant vice president, marketing. Hill began his career with the company in the claims department in 1977 and was previously assistant vice president, corporate relations. Stark, with the company since 1979, was formerly assistant vice president, claims.

* Practical Peripherals named John W. (Jack) Murphy as president. The Thousand Oaks company manufactures modems and other computer accessories. Murphy was previously vice president of operations at Apple U. S. A.
