Fear Blocks Haiti Action on Peace Plan
Fear of pro-military gunmen and a lack of gasoline kept parliamentarians Tuesday from debating a plan to restore ousted President Jean-Bertrand Aristide to power.
Members of the Haitian Senate and Assembly cited both reasons for their failure to muster quorums to debate proposals that could break the political deadlock.
The failure of the Parliament to take up crucial legislation separating the police from the army and granting amnesty to the military appeared to make it all but impossible for Aristide to return Saturday, as called for in a U.N.-brokered peace plan.
