GRANADA HILLS : Charges Filed Over Limousine Service

Three Granada Hills residents were charged Thursday with continuing to operate a limousine service after being ordered to shut down.

The city attorney’s office filed four misdemeanor charges against Leonard Kamenetsky, 22; his wife, Tatyana Kurlyand, 23; and Alexander Tzvetansky, 35.

Kamenetsky was convicted earlier this year in a scheme that prosecutors said was designed to overbill customers. He was placed on probation for three years and ordered to perform 45 days of community service.

Also charged in the new case was Kamenetsky’s father-in-law, Arkady Kremerman, 44, of Hollywood.

Deputy City Atty. Fay Chu said the state Public Utilities Commission ordered Kamenetsky to close Van Nuys-based Deja Vue Limousine nearly one year ago. But investigators learned that the four defendants merely changed the name of the company to Entertainment Express Limousine Service and moved the office to Hollywood, she said.

State authorities discovered the name change when a customer who had been overcharged by Deja Vue had charges made against his credit card by Entertainment Express for services he had not requested, Chu said.

Furthermore, investigators found Yellow Pages advertisements for Entertainment Express in phone books in the San Fernando Valley, as well as Beverly Hills, Pasadena and part of Orange County. Chu said the ads included a state-issued permit number that had belonged to another company that had lost its license.
