Franklin B. Lincoln Jr., 85, an attorney who represented newly elected President Richard M. Nixon in the transition to the White House in 1968. Lincoln worked closely with the staff of Lyndon B. Johnson after Nixon defeated Vice President Hubert H. Humphrey in the presidential election. Nixon and Lincoln had known each other since the attorney was an assistant secretary of defense and prepared President Dwight D. Eisenhower’s final military budget for Congress.
