LOS ANGELES : DWP Security Officer Files Harassment Lawsuit

A security officer for the Los Angeles Department of Water and Power has sued the city and several former supervisors and co-workers, alleging that she was sexually harassed for four years.

Ruby P. Zilly, who has been on leave since March, said in the lawsuit that repeated complaints to DWP managers did not stop male co-workers from verbally and physically harassing her.

The DWP found evidence of inappropriate remarks and physical touching and held retraining classes for security managers and employees. But Beverly J. King, the DWP sexual harassment counselor, said the department could not discipline Zilly’s co-workers because Zilly refused to testify in disciplinary hearings.
