Proposition 103 Holdout Seeks Rate Hike: 20th Century Industries of Woodland Hills said it has applied for a 9.2% increase in its auto insurance rates. Insurance Commissioner John Garamendi has so far refused to consider rate hikes for insurers that, like 20th Century, have not paid premium rebates assessed under the Proposition 103 voter initiative. However, under a new state law, rate applications are automatically approved unless the commissioner considers them within 180 days.
