A summary of selected City Hall actions this past week affecting Central Los Angeles.

CITY COUNCIL

* LIQUOR STORE: On a 12-0 vote, overruled a City Planning Commission decision granting a conditional-use permit that would allow the sale of alcoholic beverages at a mini-market at 10964 S. Main St. Councilman Mark Ridley-Thomas, who represents the area, opposed the permit for a number of reasons, including what he said is an overabundance of liquor stores in South-Central. He also noted that there are several schools near the market.

* IMMIGRANTS’ MARCH: Councilman Mike Hernandez requested that several streets forming the route of the Immigrants’ March for Citizenship Participation, scheduled to start at 10 a.m. Feb. 26, be closed for the event. Marchers will travel from Boyle Heights to City Hall for a rally to support efforts to grant amnesty to all immigrants who entered the country on or before Jan. 1, 1992, and grant immediate citizenship to all recently legalized immigrants.

* CHRISTMAS TOY PARTY: Approved the closure of several streets, including 5th Street between San Pedro and Gladys streets, from 8 a.m. to 6 p.m. on Dec. 19 for the annual Christmas Toy Party sponsored by the Fred Jordan Mission. In addition to toys, needy families will receive food, blankets and Christmas trees.

* STREET CLOSURE: Approved a proposal by Councilman Nate Holden to close a portion of Queen Anne Place near 12th Street on school days from 7 a.m. to 5 p.m. for the protection of 575 students at Queen Anne Place Elementary School. The children will be crossing Queen Anne Place to use a playground while a portion of the campus is under construction for at least a year.

HOW THEY VOTED

How South-Central and Eastside City Council representatives voted on selected issues. * RAILROAD CROSSINGS: Approved a proposal requesting that the city support state legislation requiring increasing penalties for motorists who illegally enter a railroad crossing when the guardrails are down and warning lights are on. Officials are asking that the penalties be a misdemeanor or felony, depending on whether injuries or death occur. Passed: 13-0. Voting yes: Richard Alatorre, Hernandez, Jackie Goldberg, Rudy Svorinich Jr., Ridley-Thomas and Rita Walters. Absent: Holden.

* CITY ATTORNEY: Approved a proposal granting the city attorney authority to settle claims against the city that do not exceed $50,000. The attorney had settled only claims of $15,000 or less. Passed: 11-0. Voting yes: Hernandez, Goldberg, Svorinich, Ridley-Thomas and Walters. Absent: Alatorre and Holden.
