State of the Union Address Is Set for Jan. 25

President Clinton will make his State of the Union address to Congress and the nation on Jan. 25.

House Speaker Thomas S. Foley (D-Wash.) made the announcement Thursday after Democratic leaders met with the President.

Aides say Clinton’s health care plan, under fire from Republicans and some advocacy groups, will be a big part of the speech. Welfare reform, a key issue in his 1994 domestic agenda, is also expected to be a topic.
