Rules on Capital Formation Eased: Japan’s Ministry of Finance announced a host of new rules that will make it easier for companies to raise capital on the country’s securities markets. The deregulatory steps allow public companies to issue new shares for the first time since April, 1990, and ease the way for Japanese companies to raise money with bonds.
