The only thing Coach Art Shell was happy about after Sunday’s 28-0 loss to the Green Bay Packers was the Raiders being penalized only three times for 15 yards.

This is an accomplishment for a team that had been on course to break the NFL record for most penalties and penalty yardage in a season.

“We always keep track of penalties, and it was good that we didn’t have many (in Green Bay)” Shell said Friday at the Raiders’ El Segundo practice site. “That was the plus in the game.”

With Sunday’s game at the Coliseum against the Denver Broncos remaining, the Raiders have a league-leading 139 penalties for 1,121 yards. The league record for penalties in a year is 149 by the Houston Oilers in 1989, and the record for yardage is 1,274, set by the Raiders in 1969, when they played in Oakland.

A telling sign about the Raiders’ up-and-down season is that despite being a victory away from clinching a playoff berth, they have been outscored by opponents, 296 to 273. Denver, which has the same 9-6 record as the Raiders, has outscored opponents, 343 to 251.

Reserve tight end Andrew Glover was placed on injured reserve because of a knee injury, and John Duff was activated from the practice roster. Defensive back Bryan Addison, who was released in training camp, was added to the practice roster.

Quarterback Jeff Hostetler (concussion) practiced this week and will play Sunday, as will fullback Steve Smith (ankle). Rookie defensive backs Patrick Bates (quadriceps) and James Trapp (groin) are questionable.
