Arco Sues ARB Over Diesel Fuel Enforcement: Atlantic Richfield Co. filed suit in Los Angeles County Superior Court against the state Air Resources Board for failure to enforce its own clean-diesel fuel rule, which took effect Oct. 1. In August, fearing shortages of the new fuel--designed to reduce emissions of soot-like particles and other pollutants--the board extended the deadline for Chevron Corp., Unocal Corp. and Ultramar Inc. to produce the cleaner fuel. Arco had already invested $70 million to modify its Los Angeles refinery to make the new fuel and met the deadline. Arco called the ARB decision a “capricious relaxation” of the rule, first issued in 1988, and has sued in part to stop any further extensions to other refiners.
