EARTHQUAKE / THE LONG ROAD BACK : Clinton Plans to Get Firsthand Look Today

President Clinton plans to visit Los Angeles today to get a firsthand look at earthquake damage as federal officials begin toting up what they expect to be a multibillion-dollar bill for aid.

Clinton decided to visit the city after an invitation by Mayor Richard Riordan. “He wants to see firsthand the dislocation,” White House chief of staff Thomas F. (Mack) McLarty said of the President.

Federal officials do not have an estimate of how much the earthquake will cost the government. But because of the extensive damage to the area’s freeways, it could cost more than the $7.6 billion spent after the 1992 hurricanes in Florida, Hawaii and Guam, officials said.

White House aides were still scrambling late Tuesday to put together Clinton’s itinerary for the trip, which will probably have the President in Los Angeles for about six hours.
