Tekelec Inc., a Calabasas company that had big losses last year, said Peter N. Vicars has resigned as president and chief executive officer and a member of the board of directors. Philip J. Alford, senior vice president and chief financial officer, has been named acting president.

Vicars, the company’s CEO since 1987, could not be reached for comment. But his abrupt resignation follows the loss of $10 million for the nine months ended Sept. 30, in contrast with a profit of $503,000 for the same period in 1992.

The company, which makes diagnostic, surveillance and switching systems for the communications industry, in December announced a restructuring and layoff of 50 workers aimed at cutting overhead by $2.5 million per quarter.

* Barry F. Hobbs was named president and chief operating officer of AllCity Paging Inc. Previously, he was an executive with GTE Corp. for seven years. Tarzana-based AllCity is the largest independent paging company in California.
