In merit system districts, employees and potential employees are recruited and promoted based on formal tests of their skills and knowledge.

Woodie, classified personnel director for Westminster School District, has served the district for 40 years and is a also a founding member of the California School Employees Assn.

He said he had not anticipated receiving the award.

Surprise wasn’t the word that came to mind at the time; I was shocked. Obviously, I’m very happy about it,” Woodie said.
