Postal Service Board Votes on Rate Increase Proposal: The U.S. Postal Service Board of Governors met to vote on a proposal to increase overall mailing rates by what is believed to be more than 10%. The vote is expected to include raising the price of a first-class stamp to 32 cents from 29 cents. A spokesman said the result of the vote on the first-class stamp will be made public today. The proposal then will go to the independent Postal Rate Commission, which must have hearings and rule on the request within 10 months. Postal authorities want the new rate--the last was in 1991--to take effect early next year.
