Sen. Charles S. Robb apologized to fellow Democrats Thursday for his role in the secretly taped phone conversation of former political rival L. Douglas Wilder, and said he had committed indiscretions a married man should not have.

Robb made the comments in a 5 1/2-page letter sent to 73 state Democratic legislators and 450 party activists. He is expected to formally announce his reelection campaign on Monday. In the letter, Robb again denied reports that he witnessed illegal drug use at parties he attended while governor of Virginia in the 1980s.
