A $400,000 land purchase for a new animal control shelter and fire department training center was authorized by the City Council this week.

The 2.4-acre plot sits on the future site of an industrial park, near Avenida Pico and Avenida La Pata.

In addition to the purchase price, the city agreed to give about $160,000 in sewer credits to the landowner, Rancho San Clemente Associates.

In San Clemente, developers receive allotments for sewer use from City Hall. Landowners who use more than their allotted share are charged extra.

Councilman Thomas Lorch voted against the purchase, saying the city would pay too much for the land.

Lorch said that with so many acres of open space available, “there could be some alternatives. I don’t think this is such a good deal.”

City officials said the property would cost about $4.50 per square foot.

Some land in the proposed industrial park costs as much as $8.94 per square foot, said interim Fire Chief Gene Begnell.

“This land is by no means a bad deal,” he said.
