BILL BRANDT: Photographs 1928-1983 edited with an introduction by Ian Jeffrey (Thames & Hudson: $24.95; 192 pp., paperback original). Born in Hamburg, Brandt studied with Man Ray in Paris, but became one of the foremost chroniclers of life in England, his adopted homeland. The dark, moody tone of his photographs, which echo the look of noir detective films, seem most effective in the images of people huddling in gritty shelters during the Blitz and the strikingly introspective portraits of writers and artists.
