LOS ALAMITOS : Council Procedural Changes to Begin

City officials will begin to learn tonight if changes in the way City Council meetings are conducted encourages more participation from the public.

Beginning with tonight’s meeting, residents will be allowed to address council members immediately after the roll call.

The change will allow them to discuss items from the consent calendar, which the council routinely approves as a package without discussion, officials said.

Three items are on tonight’s consent calendar--a proclamation for National Crime Victims’ Rights Week, city audit reports for the 1992-93 fiscal year and a resolution to support the city of Sacramento in a pending legal case.

Modifications in the state public meetings law prompted the council to change its procedures.

Council members now will be prohibited from discussing matters not on their agenda.

But they will be allowed to briefly respond to questions from the public and seek information from city employees on non-agenda items.
