Chief of Schools in New York City Will Not Resign

The city’s school chancellor withdrew his resignation Sunday after reaching a compromise with Mayor Rudolph W. Giuliani.

Ramon Cortines had said Friday that he was resigning after less than a year as head of the nation’s largest school system because of differences with the mayor over education spending.

Giuliani had named former U.S. Rep. Herman Badillo as fiscal monitor, and Cortines said that would undermine his position.

Under Sunday’s agreement, Badillo will remain in that post but with a title that does not include the word monitor .

Sunday’s meeting between Cortines and the mayor was largely arranged by Gov. Mario M. Cuomo. He said he called the two Saturday and suggested that they could resolve their differences without either conceding any authority to the other.

The nation’s largest school system has a $7.3-billion budget. New York City has about 1,000 public schools and 1 million students.

Cortines came to New York from San Francisco. His resignation would have taken effect June 30.
